Australia’s healthcare system is facing increasing pressure to deliver better outcomes

Australia’s health system is under pressure from rising demand, growing costs, and changing expectations. Traditional output-based models, focused on activity rather than outcomes—are falling short in delivering sustainable, high-value care1.

Value-based healthcare (VBHC) is gaining momentum, focusing on outcomes that matter to patients, cost efficiency, provider experience, equity, and population health. Health Research and Education Precincts (HREPs) are emerging as key enablers of VBHC—integrating research, education, policy, and care to drive change1.

By co-locating health services with universities and industry, HREPs speed up the translation of research into clinical improvements. They rely on shared data, digital infrastructure, workforce development, and real-time outcome monitoring to embed learning into everyday care1.

However, short-term, fragmented funding limits their impact. A national framework is needed to define HREPs, align governance, and secure long-term investment1.

Embedding HREPs within place-based models further supports VBHC by aligning services to local needs and encouraging collaboration². This integrated approach creates new opportunities for pharmacy, enabling stronger roles in prevention, chronic disease management, and digital health—demonstrating value beyond dispensing.

Australia’s shift from volume to value will depend on supporting learning health systems and precinct models with clear policy and sustained funding—delivering better outcomes and a stronger health system for all.
